Pursuant to the provisions of the reference, Petitioner, a non-commissioned officer of the Navy. filed enclosure (1) with this Board, requesting correction of his Physical Readiness Information Management System (PRIMS) record for Cycle 2-2015 to reflect "Passing" and 147 calories burned on the bike for the Physical Readiness Test (PRT). 2. The Board, consisting of , , and , reviewed Petitioner's allegations of error and injustice on 30 April 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Docwnentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner's naval records, the enclosed 28 August 2018 advisory opinion (AO) furnished by PRPO (OPNA V N 170), and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to th!S Board, Petitioner exhausted all administrative remedies available under existing law and regulation within the Department of the Navy. b. In enclosure (I), Petitioner contends he used the bike to complete the cardio portion of the PRT. He burned 147 calories on the bike, but that information was never input. c. As evidence, Petitioner submitted enclosure (2), emails between him, his Assistant Command Fitness Leader (ACFL), and his unit Chief Petty Officer (CPO) verifying that he burned 147 calories on the bike during the PRT, and docwnentation of his efforts to correct the discrepancy. d. On 28 August 2018, PRPO Nl 70, the organization having cognizance over Petitioner's physical fitness record, submitted enclosure (3), denying Petitioner' s request and directing the submission of the handwritten scoresheet for Cycle 2-2015. CONCLUSION: Upon review and consideration of all the evidence of record, the Board finds the existence of an injustice warranting corrective action. The Board noted the emails between Petitioner, his ACFL, and his unit CPO. The Board found the corroborating email statement from the ACFL credible and detennined the documentation was compelling and sufficieni to support Petitioner's contention. Therefore, the Board concluded that Petitioner's PRIMS record shall be updated to reflect "Passing" for the PRT portion of Cycle 2-2015, with 147 calories burned using the bike. RECOMMENDATION: In view of the above, the Board directs the following corrective action: Petitioner's PRIMS record be corrected by modifying his Cycl_e 2-2015 PFA score to reflect passing for the PR T portion of the PF A, with 14 7 calories burned using the bike. Any material or entries inconsistent with or relating to the Board's recommendation be corrected, removed, or completely expunged from Petitioner's record, and that no such entries or material be added to the record in the future. This includes, but is not limited to, all infonnation systems/database entries that reference aor discuss the material being expunged. 4. It is certified that a quorum was present at the Board's review and deliberations, and that the foregoing is a true and complete record of the Board's proceedings in the above-entitled matter. 5.
