Pursuant to the provisions ofreference (a), Petitioner, a non-commissioned officer of the Navy, filed enclosure (1) with this Board, requesting correction of his Physical Readiness Information Management System (PRIMS) record for Cycle 2-2015 to reflect "Passing" as his overall Physical Fitness Assessment (PFA) score. 2. The Board, consisting of , , and , reviewed Petitioner's allegations of error and injustice on 30 April 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner's naval records, the 28 August 2018 enclosed advisory opinion (AO) furnished by PRPO (OPNA V Nl 70), and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulation within the Department of the Navy. b. In enclosure (1), Petitioner notes that paragraph 2b(3) of reference (b) provides that Body Composition Assessment (BCA) "measurements exceeding current standards ... during Cycle 2­2015 ONLY will not count as a Physical Fitness Assessment (PFA) failure." c. As evidence, Petitioner submitted enclosure (2), his PRIMS record documenting his BCA status as "Fail" and his PFA status as "Fail." d. On 28 August 2018, PRPO Nl 70, the organization having cognizance over Petitioner's physical fitness record, submitted enclosure (3), denying Petitioner's request in accordance with paragraphs 2b(l) and (2) of reference (b ). The AO added that "BCA measurements taken in Cycle 2-2015 will be recorded for monitoring purposes only using the current methodology and BCA standards. All BCA data will continue to be recorded in PRIMS, regardless of the outcome. CONCLUSION: Upon review and consideration of all the evidence of record, the Board finds the existence of an injustice warranting corrective action. The Board noted reference (b) and determined that, although BCA failures for Cycle 2-2015 should be correctly recorded as failures for BCA status, paragraph 2b(3) ofreference (b) clearly provides that BCA failures during Cycle 2-2015 only will not count as a PF A failure. Therefore, the Board concluded that Petitioner's PRIMS record shall be updated to reflect "Passing" for the PFA portion of Cycle 2-2015. RECOMMENDATION: In view of the above, the Board directs the following corrective action: Petitioner's PRIMS record be corrected by modifying his PRIMS Cycle 2-2015 PFA score to reflect "Passing." Any material or entries inconsistent with or relating to the Board's recommendation be corrected, removed, or completely expunged from Petitioner's record, and that no such entries or material be added to the record in the future. This includes, but is not limited to, all information systems/ database entries that reference or discuss the material being expunged. 4.
