Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show reinstatement of charged leave 27 February 2018 to 13 March 2018. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 8 November 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 26 February 2018, Petitioner was issued official new appointment orders (BUPERS order: ). c. On 27 February 2018, Petitioner transferred from d. On 1 March 2018, Petitioner arrived to Naval Officer Recruiting Station, for temporary duty, at no cost to the government with the understanding that member will not be entitled to any reimbursement for travel, transportation, per diem, or any miscellaneous expense in excess of that allowed by these orders. e. On 15 March 2018, Petitioner departed. f. On 17 March 2018, Petitioner arrived to for temporary duty. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of reference (b), the Board finds the existence of an injustice warranting the following partial corrective action. The Board concluded that during the settlement of his travel, he was erroneously charged leave while on temporary duty at , . RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner is directed to resubmit his supplemental travel claim and all supporting documentation in order to reinstate his leave to his Personnel Support Detachment. Furthermore, Petitioner must also provide a copy of this Board for Correction of Naval Records (BCNR) grant letter. Settlement of this claim is chargeable to the line of accounting on Petitioner’s BUPERS Order: . A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4.
