Pursuant to the provisions ofreference (a) Petitioner, a commissioned officer in the Marine Corps, filed enclosure (1) with this Board requesting his record be corrected by removing an Administrative Remarks (Page 11) entry from his official military personnel file (OMPF). 2. The Board, consisting of reviewed Petitioner's allegations oferror and injustice on 11 July 2018 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, together with all material submitted in support thereof, relevant portions of your naval records and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department ofthe Navy. b. Petitioner was issued enclosure (2), a Page 11 entry dated 26 August 2016, documenting all of his tattoos. Petitioner contended the contested Page 11 is erroneous due to an improper method ofevaluating a tattoo on his upper right arm and determining that it is not in compliance with reference (b), the Marine Corps Tattoo Policy. Petitioner's tattoo was revaluated with the prescribed method as per reference (b) and it was determined that his tattoo was within compliance and was documented on a Page 11 dated 1 September 2017. CONCLUSION Upon review and consideration of all the evidence of record, especially in light ofreference (b ), the Board determined that the contested Page 11 entry is erroneous and therefore unjust. The Board concluded that the contested Page 11 entry shall be removed from Petitioner's OMPF. RECOMMENDATION In view of the above, the Board recommends the following corrective action. Petitioner's naval record be corrected by removing from his OMPF the Page 11 entry dated 26 August 2016. See enclosure (2). 4. It is certified that a quorum was present at the Board's review and deliberations, and that the foregoing is a true and complete record ofthe Board's proceedings in the above entitled matter. 5. Pursuant to the delegation ofauthority set out in Section 6( e) ofthe revised Procedures of the Board for Correction ofNaval Records (32 Code of Federal Regulation, Section 723.6(e)) and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority ofreference (a), has been approved by the Board on behalf ofthe Secretary ofthe Navy.
