Pursuant to the provisions ofreference (a), Petitioner, a former enlisted member ofthe Navy, filed enclosure (1) with this Board requesting correction to his Certificate ofRelease or Discharge (DD Form 214) to reflectthe inclusion ofan honorable characterization ofservice. Petitioner's current DD Form 214 is absent ofa service characterization. 2. The Board, consisting of , and reviewed Petitioner's allegations oferror and injustice on 24 January 2018, and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence ofrecord. Documentary material considered by the Board consisted ofthe enclosures, relevant portions ofhis naval service records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts ofrecord pertaining to Petitioner's allegations of error and injustice finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department ofthe Navy. b. Although enclosure (1) was not filed in a timely manner, it is in the interest ofjustice to review the application on its merits. c. Petitioner served on active duty in the Navy from August through August . His service record reflects an entry dated 9 August 1979, that states he was recommended for reenlistment. d. Petitioner's Enlisted Performance Record contains an overall trait average of3.62 as of December . e. On January , Petitioner was advanced to the grade of first class petty officer. Subj: REVIEW OF NAVAL RECORD OF f. Petitioner's Enlisted Performance Record does not reflect assigned performance markings for the periods between December .and August . His final Enlisted Performance Record entry reads "NO TWO OR MORE UNM on UNS EVALUTION MARKS IN THE SAME TRAIT DURING THE PAST 36 MONTHS." g. Petitioner's final performance evaluation report for the period of January through August states that Petitioner is a "true professional in every sense" and that his men "look to him for advice and guidance." h. The Board, in its review ofPetitioner's service record and application, carefully weighed all factors and determined that Petitioner earned an honorable characterization ofservice for his enlistment from August through August . i. The Board folllld based on his performance record, his advancement to first class petty officer, his recommendation for reenlistment, and his final evaluation, his record supports the issuance of an honorable discharge and the lack ofa characterization ofservice on his DD Form 214 appears to be a clerical error. CONCLUSION: The Petitioner be granted full relief with respect to the addition ofan honorable characterization ofservice on his DD Form 214. In view ofthe above, the Board directs the following corrective action. RECOMMENDATION: That Petitioner be issued a new DD Form 214 that reflects his receipt of an honorable characterization ofservice for his period ofenlistment from August through August . That a copy ofthis report ofproceedings be filed in Petitioner's naval record. That, upon request, the Department ofVeterans Affairs be informed that Petitioner's application was received by the Board on 6 December 2017. 4.
