Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner’s reenlistment adjustment in order to maximize entitlement to a Zone “C” Selective Reenlistment Bonus (SRB). 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 20 December 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitions naval records, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a, Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 5 July 2017, MARADMIN 350/17 (MCBUL 7220. fiscal year 2018 (FY18) selective retention bonus (SRB) program and FY18 broken service SRB (BSSRB) program) was published with the following information: primary military occupational Specialties (PMOS) 2621 Zone “C” E-7 and above listed an amount of $16,250. c. On 27 July 2017, Petitioner submitted a Careerist Active Duty Reenlistment request. d. On 5 September 2017, MARADMIN 495/17 (26XX Occupational Field Professionalization) was published with the following information: PMOS 2629, Signals Intelligence Electronic Warfare Technician. All Marines, Staff Sergeant through Gunnery Sergeant, with a PMOS of 2621, 2631, 2671, 2673, 2674, or 2676 will be assigned the 2629 PMOS effective 1 October 2017. e. On 18 September 2017, MARADMIN 520/17 (MCBUL 7220. change 1 to the fiscal year 2018 (FY18) selective retention bonus/(SRB) program and FY18 broken service SRB (BSSRB) program) was published with the following information: Changes to ref (A) paragraph 3.n in dollars: PMOS 2621 Zone “C” E-7 and above listed an amount of $16,250 becomes PMOS 2629 Zone “C” E-7 and above listed an amount of $8,250. f. On 2 October 2017, Petitioner crossed thru zone “C”. g. On 11 April 2018, Petitioner’s Careerist Active Duty Reenlistment request was approved by Headquarters, U.S. Marine Corps. h. On 18 April 2018, Petitioner reenlisted for 4 years and 4 months. i. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that Petitioner submitted his reenlistment request in a timely manner; however, due to Headquarters, U.S. Marine Corps delay in approving his request, several changes took place. On 5 September 2017, all Marines, Staff Sergeant through Gunnery Sergeant with a PMOS of 2621 were assigned PMOS 2629 effective 1 October 2017, on 18 September 2017, SRB was changed from $16,250 to $8,250, and on 2 October 2017, Petitioner crossed thru zone “C”. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner was discharged and reenlisted on 29/30 September 2017, vice 17/18 April 2018. The term was 4 years and 10 months, vice 4 years and 4 months. Note: This change will entitle the member to a Zone “C” SRB for MOS 2621, which is capped at $16,250.00 for 48 months of additional obligated service. Remaining obligated service to 24 July 2018 will be deducted from SRB computation to include previous Zone“C” payment. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulations, Section 723.6(e)) and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of reference (a), has been approved by the Board on behalf of the Secretary of the Navy.
