Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to be reimbursed for his do it yourself (DITY) move. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 10 December 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 22 June 2018, Petitioner conducted a personally procured move (PPM). c. On 26 June 2018, Petitioner was issued BUPERS order 1778. d. On 14 July 2018, Petitioner signed the application for do it yourself move and counseling checklist (DD Form 2278) and submitted for reimbursement of the PPM. e. On 8 August 2018, Petitioner’s PPM claim was denied due to moving before orders issued. CONCLUSION Upon review and consideration of all the evidence of record, the Board agreed that Petitioner was notified by whom he believed was proper authority and he would be issued BUPERS orders and be entitled to a permanent change of station move. The Board finds the existence of an injustice warranting the following corrective action. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner’s BUPERS Order 1778 was issued on “21 June 2018” vice “26 June 2018”. Note: Petitioner must submit his personally procured move (PPM) claim and a copy of this Board for Correction of Naval Records (BCNR) decision letter to the Household Goods Audit Team (HHG-AT) for adjudication. Furthermore, settlement of claim is chargeable to the line of accounting on the Petitioner’s order number 1778. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
