Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that her naval record be corrected by changing her Physical Readiness Information Management System (PRIMS) record to reflect “Pass” instead of “UA” (unauthorized absence) for her Physical Fitness Assessment (PFA) Cycle 1 2017. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 17 December 2020, and pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, found as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulation within the Department of the Navy. b. Petitioner, a Reserve Sailor, contends that she was present for, and participated in the Cycle 1 2017 PFA. In addition to the participation record and Body Composition Assessment scoresheet that she submitted with her application, Petitioner furnished enclosure (2), a letter from her Commanding Officer (CO), requesting that Petitioner’s PRIMS record be corrected for her Physical Readiness Test (PRT) Cycle 1 2017. Her CO noted that “[d]ue to scheduling conflicts an additional PFA was not feasible for all newly reported members. All members listed were scheduled to attend their first drill weekend after the command cycle closed. All members on attached enclosure conducted an official BCA (Body Composition Assessment).” c. The Advisory Opinion (AO) at enclosure (3), determined that reference (b) requires that the original BCA score must be submitted in order to update PRIMS, and that the BCA scoresheet submitted was not the original score sheet. The AO also noted that reference (b) requires a letter of excusal for the PRT. Therefore, OPNAV N170 took no action to correct Petitioner’s PRIMS record. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the CO’s recommendation to correct Petitioner’s PRIMS record, the Board determined that Petitioner’s request warrants relief. The Board concluded that her record shall be corrected as requested by her CO. RECOMMENDATION In view of the above, the Board recommends the following corrective action. Petitioner’s PRIMS record be corrected to reflect “Other” for the PRT for Cycle 1 2017. Any material or entries inconsistent with or relating to the Board's recommendation be corrected, removed or completely expunged from Petitioner’s record and that no such entries or material be added to the record in the future. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulations, Section 723.6(e)), and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of reference (a), has been approved by the Board on behalf of the Secretary of the Navy.
