Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner was eligible for and received a Selective Reenlistment Bonus (SRB) and Early Reenlistment Kicker. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 17 November 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 9 May 2011, Petitioner entered active duty. c. On 30 July 2014, Petitioner reenlisted for 4 years with an End of Current Contract (ECC) of 29 July 2018. d. On 2 January 2017, Petitioner was promoted to Staff Sergeant/E-6. e. In accordance with reference (b), this bulletin announces the SRB program and the BSSRB program authorized for FY18. With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin. First term Marines (Zone A) and Career Marines (Zone B, C, D and E) who reenlist on or after 5 July 2017 are eligible for the FY18 SRB program. This will include: Any regular component first term or career Marine with an End of Current Contract (ECC) from 1 October 2017 to 30 September 2018. Furthermore, Marines in Zones A, B, and C who have submitted for a 48 month reenlistment between 5 July 2017 through 30 September 2017 with a PMOS that is listed in sections 3.l, 3.m, and 3.n, and are subsequently approved, will rate a 10,000.00 Early Reenlistment Kicker in addition to the bonus amount listed in section 3.l, 3.m, and 3.n. After 30 September 2017, this Early Reenlistment Kicker will expire. Finally, a zone “B” SRB for MOS 2862 (E-6 and above), is capped at $13,500 for 48 months of additional obligated service. f. On 9 August 2017, Petitioner’s Careerist Active Duty Reenlistment request for 36 months was submitted and it was approved by HQMC on 4 October 2017. g. On 12 October 2017, Petitioner was issued USMC WEB ORDERS and was directed to permanent change of station under instruction for career progression training within 28XX occupational field, PMOS 2862 and report to In order to obtain MOS 2862. h. On 17 October 2017, Petitioner reenlisted for 4 years. i. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants partial favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosures (2) and (3), the Board finds the existence of an injustice warranting the following corrective action. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner’s Careerist Active Duty Reenlistment request for 48 months vice 36 months was submitted and it was approved by HQMC. Paragraph 8b (Remarks) line 4 of the DD Form 4/1 executed on 17 October 2017, listed REENLISTED FOR THE FOLLOWING INCENTIVE(S): “zone “B” SRBP for MOS 2862 (E-6) capped at $13,500 for 48 months of additional obligated service, upon successful completion of PMOS training and subsequent award of the PMOS” and a $10,000.00 Early Reenlistment Kicker vice “None”. Note: This change will entitle the member to a zone “B” SRB for MOS 2862, which is capped at $13,500 for 48 months of additional obligated service. Remaining obligated service to 29 July 2018 will be deducted from SRB computation. Furthermore, Petitioner is entitled to a $10,000.00 Early Reenlistment Kicker vice “None”. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulations, Section 723.6(e)) and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of reference (a), has been approved by the Board on behalf of the Secretary of the Navy.
