The Board, consisting of reviewed Petitioner’s allegations of error and injustice on 8 December 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. In accordance with reference (b), this bulletin announces the SRB program and the BSSRB program authorized for FY19. With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin. First term Marines (Zone A) and career Marines (Zone B, C, D and E) who reenlist on or after 5 Jul 2018 are eligible for the FY19 SRB program. This will include: any regular component first term or career Marine with an End of Current Contract (ECC) from 1 Oct 18 to 30 Sep 19. Finally, it listed a zone “B” SRB for MOS 0679, which is capped at $30,000 for 48 months of additional obligated service. Marines in Zones A, B, and C who have submitted for a 48 month reenlistment between 5 Jul 18 through 30 Sept 18 with a PMOS that is listed in section(s) 3.m, 3.n, and 3.o, and are subsequently approved, will rate a 10,000 dollar Early Reenlistment Kicker in addition to the PMOS bonus amount listed in section(s) 3.m, 3.n, and 3.o. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that Petitioner’s request for reenlistment was submitted while he was a Sergeant/E-5 and held PMOS 0671, which did not qualify him for an SRB. The day after the submission of his reenlistment, Petitioner was promoted to Staff Sergeant/E-6 and received PMOS 0679, which did qualify him for an SRB; however, when Petitioner’s request was approved several months later, the change was not caught by HQMC. Petitioner reenlisted; however, no SRB was approved. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Paragraph 8b (Remarks) of the DD Form 4/1 executed on 7 February 2019, listed the following: REENLISTED FOR THE FOLLOWING INCENTIVE(S): SRB $30,000 PMOS 0679 ZONE C, and $10,000 Early Reenlistment Kicker” Note: This change will entitle the member to a zone “B” SRB for MOS 0679, which is capped at $30,000 for 48 months of additional obligated service. Remaining obligated service to 19 September 2019 will be deducted from SRB computation. Furthermore, Petitioner will receive a $10,000 Early Reenlistment Kicker. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
