Pursuant to the reference, Petitioner, a former enlisted member of the Navy, filed the enclosure with the Board for Correction of Naval Records (Board) requesting an administrative change to his Armed Forces of the United States Report of Transfer or Discharge (DD Form 214) to reflect his correct date of entry as 26 February 1963. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 14 February 2020, and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of his naval service and medical records, applicable statutes, regulations, policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Although the enclosure was not filed in a timely manner, it is in the interests of justice to review the application on its merits. c. The Petitioner enlisted in the Navy and began a period of active service on 26 February 1963. On 4 August 1966, Petitioner was honorably discharged from the Navy and transferred to the Navy Reserve. d. At the time of his discharge Petitioner was issued an Armed Forces of the United States Transfer or Discharge (DD Form 214) indicating his date of entry into active service as 26 February 1966. CONCLUSION: Upon review and consideration of all the evidence of record, the Board concludes that Petitioner’s request warrants relief. Based on a review of the entire record, Petitioner’s date of entry should read 26 February 1963. The Board noted, however, that Petitioner’s DD 214 should not reflect a final discharge date of 25 February 1969, as impliedly suggested by Petitioner, which was the Petitioner’s terminal date of reserve obligation. TheBoard determined that his discharge date from active duty of 4 August 1966, as currently listed in block 11d on his DD Form 214, is correct. The Board noted that the DD Form 214 only reflects active duty service, and does not include anyNavy Reserve obligations. Upon the completion of Petitioner’s Navy Reserve obligation on or about 25 February 1969, he would have received a “Record of Discharge from the U.S. Naval Reserve (Inactive)” (NAVPERS 1070/615 (Inactive)) covering his actual time spent in the Navy Reserve. RECOMMENDATION: In view of the foregoing, the Board finds the existence of an error warranting the following corrective action. That Petitioner be issued a Correction to DD Form 214, Certificate of Release or Discharge from Active Duty (DD Form 215), to indicate his date of entry as 26 February 1963. That a copy of this report of proceedings be filed in Petitioner’s naval record. That, upon request, the Department of Veterans Affairs be informed that Petitioner’s application was received by the Board on 25 November 2019. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulations, Section 723.6(e)), and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of the reference, has been approved by the Board on behalf of the Secretary of the Navy.
