After careful and conscientious consideration of relevant portions of your naval record and your application, the Board for Correction of Naval Records (Board) found that you did not exhaust your administrative remedies with Commandant of the Marine Corps (MMPR-1). Consequently, your application has been denied. A three-member panel of the Board, sitting in executive session, considered your application on 16 February 2021. The names and votes of the members of the panel will be furnished upon request. The Board found you did not exhaust all administrative remedies prior to petitioning the Board. Specifically, your request for a Special Selection Board should be submitted to MMPR-1. Once you have exhausted your administrative remedies with MMPR-1, you are entitled to have the Board consider your request, which will require you to complete and submit a new DD Form 149 with any materials from MMPR-1 denying your request.
