Pursuant to the provisions of reference (a), Petitioner, a former enlisted member of the Navy, filed enclosure (1) with this Board requesting that his social security number (SSN) and date of discharge be corrected. 2. The Board, consisting of reviewed Petitioner's allegations of error and injustice on 22 October 2020 and, pursuant to its regulations, determined that the partial corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, naval records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Although enclosure (1) was not filed in a timely manner, it is in the interest of justice to waive the statute of limitations and review the application on its merits. c. Petitioner enlisted in the Navy and began a period of active duty on 30 January 1973. Subsequently, on 27 January 1975, Petitioner discharged from the naval service with an honorable characterization of service and transferred to the naval reserve. On 31 October 1978, Petitioner discharged from the naval reserves with an honorable character of service. d. Petitioner contends that the record is in error, and at the time of his enlistment, he inadvertently used his grandfather’s social security card rather than his own. The mistake was easy to make since himself and his grandfather share identical names and Petitioner was not careful about attention to detail. Petitioner further states that his grandfather’s SSN ends in “.” His Certificate of Release or Discharge from Active Duty (DD Form 214) incorrectly shows his grandfather’s SSN rather than his SSN. Additionally, Petitioner contends that the computer system shows that he has two sets of SSNs with a discharge date of 1985 rather than 1975. CONCLUSION: Upon review and consideration of all the evidence of record, the Board concludes that Petitioner’s request warrants partial relief in the form of correcting his SSN on his DD Form 214 to reflect “” vice “.” The Board noted Petitioner’s submission of supporting documentation to include a photocopy of his SSN card. In accordance with the foregoing, the Board concluded that the record shall be corrected by issuance of a new DD Form 214 reflecting Petitioner’s correct SSN. In regard to Petitioner’s request to correct his date of discharge, the Board noted there is no evidence in the record that reflects a discharge date of “1985.” RECOMMENDATION: In view of the foregoing, the Board directs the following corrective action. That Petitioner's naval record shall be corrected to show that on 27 January 1975, Petitioner was issued a DD Form 214 with his SSN listed as “.” That a copy of this Record of Proceedings be filed in Petitioner’s naval record. That, upon request, the Department of Veterans Affairs be informed that Petitioner’s application was received by the Board on 23 December 2019. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s Proceedings in the above entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulation, Section 723.6(e)) and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of reference (a), has been approved by the Board on behalf of the Secretary of the Navy.
