Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner was eligible and received a Selective Retention Bonus (SRB) and Early Reenlistment Kicker. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 26 May 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 25 October 2004, Petitioner entered active duty. c. On 2 July 2018, MARADMIN 370/18 (MCBul 7220. Fiscal Year 2019 (FY19) Selective Retention Bonus/(SRB) Program and FY19 Broken Service SRB (BSSRB) Program) was published and listed the following: Marines in Zones A, B, and C who have submitted for a 48 month reenlistment between 5 Jul 18 through 30 Sept 18 with a PMOS that is listed in section(s) 3.m, 3.n, and 3.o, and are subsequently approved, will rate a 10,000 dollar Early Reenlistment Kicker in addition to the PMOS bonus amount listed in section(s) 3.m, 3.n, and 3.o. Furthermore, it listed a zone “C” bonus payment of $9,000 for an E-6 with a PMOS of 3112. d. On 24 September 2018, a Careerist Active Duty SDA with Reenlistment/Recruiting Duty request was submitted, and was approved by Headquarters, U.S. Marine Corps on 3 January 2019. e. On 16 January 2019, Petitioner reenlisted for 4 years. f. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that, due to no fault of his own, Petitioner exited zone “C” on 25 October 2018 prior to HQMC approval and his subsequent reenlistment. Therefore, Petitioner lost his eligibility to the SRB and Early Reenlistment Kicker. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner was discharged and reenlisted on 14/15 July 2018, vice on 15/16 January 2019 for a term of 4 years and 9 months vice 4 years. Note: This change will entitle the member to a zone “C” SRB for MOS 3112, which is capped at $9,000 for 48 months of additional obligated service. Furthermore, Petitioner is entitled to a $10,000 Early Reenlistment Kicker. Remaining obligated service to 7 April 2019 will be deducted from SRB computation. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4.
