Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board) requesting, in effect, that the applicable naval record be corrected to establish entitlement to an Enlistment Bonus for Source Rate (EBSR). 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 28 June 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of the Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action: Petitioner entered the Delayed Entry Program (DEP) on January 2018. According to the governing Enlistment Bonus policy during Petitioner’s DEP period, Petitioner was entitled to an Enlistment Bonus in the amount of $10,000 under the Aviation Electronic, Electrical & Computer Systems Technician (AV/SG) Program Guarantee. Moreover, Petitioner was eligible to an Enlistment Bonus for Training in the Amount of $5,000. Due to an administrative oversight, Petitioner’s Enlistment Guarantee Annex “B” reflected an erroneous DD Form 4 date of 20 March 2018. The DD Form 4 date of the Enlistment Guarantee Annex “B” must reflect 26 January 2018, vice 20 March 2018. Due to the administrative oversight, Petitioner did not receive entitlement to an Enlistment Bonus in the amount of $10,000, and an Enlistment Bonus for Training in the amount of $5,000. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner executed an Enlistment Guarantee (NAVCRUIT 1133/52) Annex “B” is modified to reflect DD Form 4 dated 26 January 2018, vice DD Form 4 dated 20 March 2018. Note: Petitioner successfully completed training requirements and is entitled to the Enlistment Bonus in the amount of $10,000, and Enlistment Bonus for Training in the amount of $5,000. NPTU Ballston Spa will process Petitioner’s payment for the Enlistment Bonus. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4.
