Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner was advanced to E-6 via September 2017 (Cycle 236) Navy Wide Advancement Examination (NWAE). 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 17 September 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Petitioner participated in the September 2017 (Cycle 236) NWAE and passed not advanced (PNA). c. September 2017 (Cycle 236) NWAE limiting date was 30 June 2018. d. On 15 March 2019, Director, Military Personnel, Plans, and Policy (N13) approved Petitioner’s Exception to Policy request. e. On 28 March 2019, Commanding Officer, Recruit Training Command, approved Petitioner’s request and he received 2 points for a Combat Action Ribbon, which were missing in his examination worksheet. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of reference (b), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that due to an administrative oversight, Petitioner’s Combat Action Ribbon was not listed in his Examination Profile Information, and therefore he failed to advance from Cycle 236. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner's Examination Profile Information and Exam Status sheet from the September 2017 (Cycle 236) NWAE is modified to read Awards points is “10” vice “8”, and the Final Multiple Score (FMS) is "168.57" vice "166.57". Note: The Minimum Multiple required was 167.89. Petitioner was advanced to E-6 effective 16 June 2018 with a time in rate (TIR) of 1 January 2018. Note: Defense Finance & Accounting Service (DFAS) will complete an audit of Petitioner’s records to determine if Petitioner is due any back pay and allowances. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
