Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to reflect entitlement to Enlistment Bonus for Shipping (EBSHP). 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 24 September 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, found that, before applying to this Board, he exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. The Board made the following findings: a. In accordance with reference (b), active duty recruits initially classified or reclassified after 20 December 2017 that shipped January through May of fiscal year 2018 were eligible for $5,000 EBSHP. EBSHP earned and payable upon graduation of Recruit Training Command (RTC). b. On 30 May 2017, Petitioner enlisted in U.S. Naval Reserve for a term of 8-years. NAVCRUIT 1133/52, Enlistment Guarantees – Annex “A” listed Submarine Electronics Computer Field (SECF 5YO) Program (SUBVOL). c. On 6 June 2017, Petitioner’s Annex “A” was superseded by Annex “B” and listed Nuclear Field (NF 6YO) Program, and Enlistment Bonus for Source Rate (EBSR) - $16,000. d. Petitioner’s Active Duty Service Date was 18 January 2018. Petitioner’s Annex “B” was superseded by Annex “C” the same day and listed Nuclear Field (NF 6YO) Program, Enlistment Bonus for Source Rate (EBSR) - $16,000 and Enlistment Bonus for Shipping (EBSHP) - $5,000. e. On 6 July 2018, Petitioner completed Recruit Basic Military Training. f. Petitioner’s Master Military Pay Account entry open date of 7 July 2018 reflects enlistment bonus entitlement $5,000.00 and paid to date $5,000.00. g. On 4 October 2018, Petitioner’s Separation Worksheet reflects separation date of 9 October 2018 and $4,090.91 enlistment bonus recoupment. h. Petitioner was honorably discharged on 9 October 2018. i. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded Petitioner completed RTC, therefore is entitled to receive the $5,000 EBSHP in accordance with reference (b). RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner received $5,000 EBSHP after graduating from RTC on 6 July 2018. Note: Defense Finance and Accounting Service (DFAS) will complete an audit of Petitioner’s pay records for appropriate payment and/or credit of EBSHP. Questions regarding payment/credit should be directed to Ms. Idaliz Williams at DFAS. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulations, Section 723.6(e)), and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of the reference, has been approved by the Board on behalf of the Secretary of the Navy.
