Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner was authorized and received a Fiscal Year 19 (FY19) Aviation Maintenance Kicker. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 15 September 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 4 June 2003, Petitioner entered active duty. c. On 1 August 2012, Petitioner was promoted to Staff Sergeant. d. On 3 September 2015, Petitioner reenlisted for 4 years with an End of Current Contract (ECC) of 2 September 2019. e. On 2 December 2015, Petitioner arrived to for duty. f. In accordance with reference (b), this bulletin announces the SRB (Selective Retention Bonus) program and the BSSRB (Broken Service SRB) program authorized for FY19. With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin. First term Marines (Zone A) and career Marines (Zone 8 1 C, D and E) who reenlist on or after 5 Jul 2018 are eligible for the FY19 SRB program. This will include: any regular component first term or career Marine with an End of Current Contract (ECC) from 1 October 2018 to 30 September 2019. Furthermore, all Corporals through Gunnery Sergeants holding current qualifications of Collateral Duty Inspector (COI), Quality Assurance Collateral Duty Representative (CDQAR), Quality Assurance Representative (QAR), or Safe For Flight (SFF) in the below MCCs who reenlist for 48 months, and agree to remain in a specified MCC for the first 24 months (following the end of their current contract), will rate a 20,000 dollar kicker in addition to the PMOS bonus amount listed in section(s) 3.m, 3.n, and 3.o. If no PMOS bonus is listed in section(s) 3.m, 3.n, and 3.o, the Marine rates a lump sum bonus of 20,000 dollars. MCCs Authorized for Aircraft Maintenance Kicker: “…036…042…” g. On 16 August 2018, Petitioner’s Careerist Active Duty Reenlistment request was submitted, and was approved by HQMC on 27 February 2019. h. On 8 March 2019, Petitioner reenlisted for 4 years with an End of Current Contract (ECC) of 7 March 2023. i. On 3 May 2019, Petitioner was reassinged to MCC 036 for duty. j. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that shortly after reenlistment, Petitioner was reassigned to a different MCC therefore unable to remain there for at least 24 months beyond the date of reenlistment; however, he was reassigned to another MCC that was listed on the message. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Paragraph 8b (Remarks) of the DD Form 4 (Enlistment/Reenlistment document armed forces of the United States) executed on 8 March 2019 listing “Reenlisted for The Following Incentive: Aircraft Maintenance Kicker for $20,000” Note: This change will entitle Petitioner to a $20,000 Aircraft Maintenance Kicker. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulations, Section 723.6(e)) and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of reference (a), has been approved by the Board on behalf of the Secretary of the Navy.
