Pursuant to the provisions of the reference, Petitioner, an enlisted service member of the Navy, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that her record be corrected by updating her Physical Readiness Information Management System (PRIMS) record for Physical Fitness Assessment (PFA) cycle 2-2017 to reflect “Waived” instead of “Fail.” 2. The Board, consisting of , reviewed Petitioner's allegations of error and injustice on 28 July 2020, and pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, found that, before applying to this Board, she exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. The Board made the following findings: a. Petitioner contends that after failing the Body Composition Assessment (BCA) portion of her cycle 2-2017 PFA, tumors were found in her stomach that required surgery to remove. b. In enclosure (2), Petitioner’s commanding officer (CO) submitted a request to OPNAV N170 to correct her PRIMS record. Petitioner’s CO noted letters from her doctors documenting Petitioner’s diagnosis of fibroid tumors. As such, Petitioner’s CO requested that her PRIMS record be updated to reflect “Waive” vice “Fail.” c. In enclosures (3) and (4), medical doctors noted that Petitioner underwent a surgical procedure that found pathology that was present at the time of her previous PFA. Further, the tumors caused her abdominal circumference to measure greater than 36 inches. The medical doctors also noted that had she been diagnosed prior to her assessment, she would have been medically waived. Moreover, due to the large tumors in her abdomen, she was unable to pass the BCA portion of the cycle 2-2017 PFA. d. In enclosure (5), OPNAV N170 noted that they were unable to take action to correct Petitioner’s PRIMS record because there was no NAVMED Form 6110/4 (Medial Waiver) to verify that her CO endorsed and approved the waiver. CONCLUSION Upon review and consideration of all the evidence of record, the Board determined that Petitioner’s request warrants relief. The Board noted that Petitioner failed her cycle 2-2017 PFA due to BCA failure. The Board also noted that based upon Petitioner’s evidence, her BCA failure was attributed to her documented medical condition that was diagnosed after her cycle 2-2017 BCA. The Board determined that enclosure (2) was sufficient to conclude that Petitioner’s CO both endorsed and approved a waiver and correction to her PRIMS record. The Board thus concluded that Petitioner’s PRIMS record shall be corrected by updating her PRIMS record for her cycle 2-2017 PFA to reflect "Waived” instead of “Failed.” RECOMMENDATION In view of the above, the Board directs the following corrective action. Petitioner’s naval record be corrected by updating her PRIMS record for her cycle 2-2017 PFA to reflect “Waived.” Any material or entries inconsistent with or relating to the Board’s recommendation be corrected, removed, or completely expunged from Petitioner’s record, and no such entries or material be added to the record in the future. This includes, but is not limited to, all information systems/database entries that reference or discuss the material being expunged. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulations, Section 723.6(e)), and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of reference (a), has been approved by the Board on behalf of the Secretary of the Navy.
