1.  Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show that Petitioner’s NAVCRUIT 1133/52 (Enlistment Guarantees) listed Option (2) Enlisted Bonus for Source Rating (EBSR) $10,000 and Option (3) Enlisted Bonus for Shipping (EBSHP) $5,000. 
 
2.  The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 28 July 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record.  Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 
 
3.  The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: 
 
     a.  Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. 
 
     b.  On 18 January 2018, Petitioner enlisted for 8 years in the U.S. Navy Reserve.  Furthermore, DD Form 1966 (Record of Military Processing – Armed Forces of the United States) block 32a (Specific Option/Program Enlisted for) listed Aviation Electronic, Electrical, & Computer Systems Technician (AV/SG) program guarantee, EBSR $10,000, and EBSHP $5,000.  However, Petitioner signed a NAVCRUIT 1133/52 (Enlistment Guarantees) Annex “A” to DD Form 4 dated 18 January 2018, certified by cognizant authority, listing Option (1) Aviation Electronic, Electrical, & Computer Systems Technician (AV/SG) Program Guarantee, and nothing else.  
 
     c.  On 8 February 2018, COMNAVCRUITCOM (Active Duty Enlistment Bonus (EB) and Enlistment Loan Repayment Corrected Copy) was published and replaced May 2017 message for any future sailors initially classified or reclassified on or after 20 December 2017.  EBSR was 
authorized for AV-SG rating, shipping starting in October to September for $10,000 earned and payable upon graduation from “A” school.  Furthermore, EBSHP was authorized for any rating, shipping starting January to May for $5,000 earned and payable upon graduation of RTC. 
 
     d.  On 3 April 2018, Petitioner entered active duty. 
 
     e.  In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. 
 
CONCLUSION  
 
Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action.  The Board concluded that Petitioner’s recruiting classifier inadvertently omitted Option (2) EBSR and Option (3) EBSHP therefore Petitioner did not receive either bonus.   
 
RECOMMENDATION 
 
That Petitioner’s naval record be corrected, where appropriate, to show that: 
 
Petitioner signed a NAVCRUIT 1133/52 (Enlistment Guarantee) Annex “A” to DD Form 4 dated 18 January 2018, and it was certified by cognizant authority listing Option (2) EBSR “$10,000“ vice “blank” and Option (3) EBSHP “$5,000“ vice “blank”.  Note: That any material or entries inconsistent with or relating to the Board’s recommendation be corrected. 
 
A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 
 
4.  It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 
 
5.
