Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner’s DD Form 214 (Certificate of release or discharge from active duty) reflect continuous service from 1981 to 1993. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 24 January 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 11 February 1981, Petitioner enlisted for 6 years in the U.S. Marine Corps Reserve. c. On 2 April 1981, Petitioner entered active duty for 4 years in the U.S. Marine Corps. d. Petitioner was issued a DD Form 214 for the period of 2 April 1981 to 5 September 1984. e. On 6 September 1984, Petitioner reenlisted for 3 years. f. On 23 May 1987, Petitioner executed a 19 month agreement to extend enlistment. g. On 15 December 1988, Petitioner reenlisted for 5 years. h. Petitioner was issued a DD Form 214 for the period of 15 December 1988 to 8 January 1993. i. On 9 January 1993, Petitioner reenlisted for 3 years in the U.S. Marine Corps Reserve. j. On 8 January 1996, Petitioner was honorably discharged. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of reference (b), the Board finds the existence of an injustice warranting the following partial corrective action. The Board concluded that Petitioner’s DD Form 214 from 15 December 1988 to 8 January 1993 is correct; however, Petitioner was missing a DD Form 214 from 6 September 1984 to 14 December 1988. During the period in question, it was standard to issue a DD Form 214 upon reenlisting. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner was issued a DD Form 214 for the period of 6 September 1984 to 14 December 1988. Note: Navy Personnel Command, will create and issue a DD Form 214 and make appropriate distribution of said document. That part of the Petitioner's request for corrective action that exceeds the foregoing be denied. During the time in question, it was procedurally correct to issue a DD Form 214 upon each reenlistment and release from active duty or discharge. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulations, Section 723.6(e)) and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of reference (a), has been approved by the Board on behalf of the Secretary of the Navy.
