Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner received an Enlistment Bonus for Source Rate (EBSR) for $5,000. 2. The Board, consisting of reviewed Petitioner’s allegations of error and injustice on 6 August 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 4 December 2017, Petitioner enlisted for 8 years in the U.S. Naval Reserve. Furthermore, Petitioner via NAVCRUIT 1133/52 (Enlistment guarantees) Annex “A” understood his contract had the following guarantee option: Logistics Specialist )LS/5YO) class “A” school guarantee (T+X). Nothing else was listed. c. On 29 January 2018, Petitioner entered active duty. d. On 2 February 2018, Petitioner via NAVCRUIT 1133/52 (Enlistment guarantees) Annex “B” understood his contract had the following guarantees options: Logistics Specialist )LS/5YO) class “A” school guarantee (T+X), Enlistment Bonus for Source Rate (EBSR) $5,000, and Enlistment Bonus for Shipping (EBSHP) $5,000. e. In accordance with reference (c), Active Duty Enlistment Bonus (EB) and Enlistment Loan Repayment corrected copy was published, replacing Commander, Navy Recruiting Command (CNRC) May 2017 EB-LRP message for any future sailors initially classified or reclassified on or after 20 December 2017. Active Duty Recruits were eligible for the EBSR in the LS-5YO rating, shipping during January to April, and during FY1-18, earned and payable upon graduation from A school $5,000. Finally, it also listed an EBSHP in any rating, shipping during January to May, and during FY1-18, earned and payable upon graduation from RTC $5,000. f. On 28 March 2018, Petitioner received a $5,000 Selective Enlistment Bonus payment per the Master Military Pay Account (MMPA). g. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that upon entering active duty, an Annex “B” was created listing both an EBSR and EBSHP for $5,000 each; however, due to an error in Petitioner’s Annex “B” EBSR payment was not made upon graduation from “A” school. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner's NAVCRUIT 1133/52 (Enlistment guarantees) signed on 2 February 2018 listed Annex B to DD Form 4 dated 4 December 2017 vice 24 January 2018. Note: Petitioner is directed to submit a request to his local Personnel Support Detachment (PSD) along with a copy of this Board for Correction of Naval Records decision letter in order to receive an EBSR payment. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
