Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner received an Enlisted Bonus for College Credit (EBCC) and the Enlisted Bonus Recruit Training Command PFA (EBPFA). 2. The Board, consisting of reviewed Petitioner’s allegations of error and injustice on 11 August 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 5 May 2012, Petitioner was awarded a Bachelor of Music degree from The University of . Furthermore, On 8 May 2015, Petitioner was awarded with Master of Music degree from University. c. On 18 December 2018, Petitioner enlisted for 8 years in the U.S. Naval Reserve. Furthermore, Petitioner via NAVCRUIT 1133/52 (Enlistment guarantees) Annex “A” understood his contract had the following guarantee option: Musician MU/SG, and Loan Repayment Program (LRP) up to $65,000. Nothing else was listed. d. On 7 May 2019, Petitioner entered active duty. e. In accordance with reference (b), Active Component Enlistment Bonus (EB) and Enlistment Loan Repayment Update was published, replacing Commander, Navy Recruiting Command (CNRC) August 2018 EB-LRP message for any future Sailor initially classified or reclassified on or after 1 October 2018. Active Component recruits enlisting in any rate/program with college credit from a postsecondary accredited institution can receive EBCC in any rating, shipping during October to September, and any FY, earned and payable upon graduation from RTC $8,000. Finally, it also listed an EBPFA in any rating, shipping during October to September, and any FY, earned and payable to active component recruits are eligible if they pass the baseline PFA $2,000. f. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that recruiting classifier failed to document both EBCC and EBPFA during the enlistment process. Petitioner has meet all requirements in order to receive both incentives. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner's NAVCRUIT 1133/52 (Enlistment Guarantees) signed on 18 December 2018 (Annex A to DD Form 4 dated 18 December 2018) listed an Option 3: EBCC $8,000 and Option 4: EBPFA $2,000. Note: Petitioner is directed to submit a request to her local Personnel Support Detachment (PSD) along with a copy of this Board for Correction of Naval Records decision letter in order to receive an EBCC and EBPFA payment. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulations, Section 723.6(e)) and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of reference (a), has been approved by the Board on behalf of the Secretary of the Navy.
