Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to establish entitlement to a zone “A” Selective Retention Bonus (SRB) and 72-month Lateral Move Incentive. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 31 March 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action: Petitioner submitted for a lateral move into MOS 0241 in conjunction with a 6-year reenlistment term. Per the Fiscal Year 2018 (FY18) SRB policy, Petitioner would have been eligible to a zone “A” SRB and the 72-month Lateral Move Incentive. On 29 May 2019, the cancellation of FY18 SRB policy was published, and the policy indicates that SRB funds would cease within 30 days. On 16 June 2019, Petitioner submitted Reenlistment Extension Lateral Move. Petitioner’s request was approved after the cancellation of FY18 SRB funds. (3 July 2019). RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: The Petitioner was discharged and reenlisted on 24/25 June 2019, vice on 8/9 July 2019. The term is 6 years. Paragraph 8b (Remarks) of the DD Form 4/1 executed on 25 June 2019, is modified to read “REENLISTED FOR THE FOLLOWING INCENTIVE: ZONE A SRBP AMOUNT $35,000 AND 72-MONTH LATERAL MOVE INCENTIVE $40,000.” “I understand that this reenlistment contract is contingent upon my successful completion of the training requirements for MOS 0241.” This change upon completion of MOS training will entitle the member to a zone “A” SRB for MOS 0241, which is capped at $35,000 for 48 months of additional obligated service. Petitioner is entitled to the 72-month Lateral Move Incentive in the amount of $40,000. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
