Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner received a Selective Reenlistment Bonus (SRB). 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 25 August 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 4 June 2013, Petitioner entered active duty. c. In accordance with reference (b), reenlistment requests for the following SRB award levels will be approved based on quota availability. SRB reenlistment requests must be submitted to Enlisted Career Administration/Enlisted Boards (PERS-813) via Officer Personnel Information System (OPINS) or Navy Standard Integrated Personnel System (NSIPS) 35 to 120 days in advance of the requested reenlistment date for the Sailor. Eligible Sailors desiring SRB reenlistment are encouraged to work with their chain of command as early as possible within their reenlistment window to maximize potential for SRB. Additionally, Petitioner was eligible to a zone “A” SRB with an award level of 0.5 ($45,000 award ceiling) for the MT/33XX rate/NEC. d. On 3 August 2017, Petitioner was issued official change duty orders (BUPERS order: 2157), with a required obligated service of August 2021. e. On 10 October 2017, Petitioner transferred, and arrived to for duty. f. On 1 November 2017, Petitioner’s OPINS request was submitted, and was disapproved 7 November 2017. g. On 17 November 2017, Petitioner reenlisted for 5 years with an end of active obligated service (EAOS) of 3 December 2017. h. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that Petitioner was required to reenlist prior to transferring to his duty station. Furthermore, Petitioner’s Command Career Counselor was unable to submit a precertification for SRB to BUPERS-328, 35 to 120 days in advance of the sailor’s requested reenlistment date. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner’s command submitted an OPINS/Navy Standard Integrated Personnel System (NSIPS) request 35 to 120 days in advance of the requested reenlistment date for the Sailor, and was approved by cognizant authority. Note: This change will entitle the member to a zone “A” SRB with an award level of 0.5 ($45,000 award ceiling) for the MT/33XX rate/NEC. Remaining obligated service to 3 December 2017 will be deducted from SRB computation. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
