1.  Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner received a FY-19 Aviation Maintenance Kicker. 
 
2.  The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 11 August 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record.  Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 
 
3.  The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: 
 
 a.  Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. 
 
b.  On 11 April 2005, Petitioner entered active duty. 
 
c.  On 1 March 2014, Petitioner was promoted to Staff Sergeant/E-6. 
 
d.  On 17 December 2015, Petitioner joined monitored command code (MCC) . 
 
e.  On 23 January 2018, Petitioner was issued USMC web orders to ,  

f.  In accordance with reference (b), this bulletin announces the SELECTIVE RETENTION BONUS (SRB) program and the BROKEN SERVICE SRB (BSSRB) program authorized for FY19.   With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin.   First term Marines (Zone A) and career Marines (Zone B, C, D and E) who reenlist on or after 5 July 2018 are eligible for the FY19 SRB program.  This will include: any regular component first term or career Marine with an End of Current Contract (ECC) from 1 October 2018 to 30 September 2019. 
 
Aircraft Maintenance Kicker.  All Corporals through Gunnery Sergeants holding current qualifications of Collateral Duty Inspector (CDI), Quality Assurance Collateral Duty Representative (CDQAR), Quality Assurance Representative (QAR), or Safe For Flight (SFF) in the below MCCs who reenlist for 48 months, and agree to remain in a specified MCC for the first 24 months (following the end of their current contract), will rate a 20,000 dollar kicker in addition to the PMOS bonus amount listed in section(s) 3.m, 3.n, and 3.o.  If no PMOS bonus is listed in section(s) 3.m, 3.n, and 3.o, the Marine rates a lump sum bonus of 20,000 dollars. MCCs Authorized for Aircraft Maintenance Kicker: …043…  
 
g.  On 13 July 2018, Petitioner’s Careerist Active Duty Reenlistment was submitted, and was approved by Headquarters, U.S. Marine Corps on 27 November 2018. 
 
h.  On 29 November 2018, Petitioner reenlisted for 4 years.  Petitioner’s End of Active Service (EAS)/End of Current Contract (ECC) was 10 January 2019. 
 
i.  On 29 December 2018, Petitioner joined MCC . 
 
j.  In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. 
 
CONCLUSION  
 
Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action.  The Board concluded that prior to MARADMIN 370/18 being published and  
Petitioner’s Careerist Active Duty Reenlistment being submitted, and approved by Headquarters, U.S. Marine Corps, Petitioner received orders to MCC 043, which was listed in MARADMIN 370/18 eligible for an Aircraft Maintenance Kicker.  Due to administrative oversight, Petitioner never received the kicker. 
 
RECOMMENDATION 
 
That Petitioner’s naval record be corrected, where appropriate, to show that: 
 
Petitioner’s DD Form 4/1 (Enlistment/Reenlistment Documents Armed Forces of the U.S.) executed on 29 November 2018 listed Reenlisted for the following incentive(s): “$20,000 AIRCRAFT MAINTENANCE KICKER” vice “NONE”. 
 
Note: This change will entitle the member to an Aviation Maintenance Kicker in the amount of $20,000. 
 
A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 
 
4.  It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter.
