Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to have recalculation of exam profile sheet for Cycle 239, March 2018. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on January 17, 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Petitioner advance to PO2 E5 effective August 16, 2012 with a time in rate date of July 1, 2012. c. Petitioner assigned as Individual Augmentee (IA) in ’s area of responsibility (AOR) during the year of 2016. d. On October 3, 2016, Petitioner awarded the Navy and Marine Corps Achievement Medal for the period of March 2016 to September 2016 by the Commander, . This award is entered in the Petitioner’s Official Military Personnel File (OMPF) and award record. e. On October 16, 2016, Petitioner awarded the Navy and Marine Corps Achievement Medal for the period of January 2012 to October 2016 by the Commander, , . This award is entered in the Petitioner’s Official Military Personnel File (OMPF) and award record. f. On March 1, 2018, Petitioner’s examination date Cycle 239, March 2018 of the Navy Wide Advancement Examination results was Passed Not Advance (PNA). g. On January 6, 2020, Petitioner’s Navy and Marine Corps Achievement Medal for the period of October 2016 to September 2017 awarded on November 17, 2017 by Commanding Officer, , , is entered into the Petitioner’s Official Military Personnel File (OMPF) and award record. h. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The concluded that the Petitioner’s record has been corrected to reflect she did have the award points in her record to make the necessary changes to the March 2018 (Cycle 239) NWAE FMS and advancement to Petty Officer First Class. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: The Petitioner’s FMS for the March 2018 (Cycle 239) exam was as follows: Exam Standard Score: 60.13 PMA: 98.00 (3.80) Service in Pay Grade: 1.50 (0606) Awards: 8.00 Education Points: 2.00 PNA: 3.00 FMS: 174.99 Petitioner advanced to PO1 (E6) effective December 16, 2018 with a Time in Rate date of July 1, 2018. Note: Defense Finance & Accounting Service (DFAS) will complete an audit of Petitioner’s records to determine if Petitioner is due any back pay and allowances. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
