Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to establish entitlement to Enlistment Bonus for Source Rating (EBSR) Enlistment Bonus for Shipping (EBSHP). 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 8 October 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, found that, before applying to this Board, he exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. The Board made the following findings: a. References (b) and (c), outline the enlistment bonuses for recruits that initially classified or reclassified on or after 1 February 2019 and 10 May 2019 respectively. Payment for EBSR is dependent on the specific rating requirement and EBSHP is paid upon graduation from Recruit Training Command (RTC). b. On 22 April 2019, Petitioner enlisted in U.S. Naval Reserve for a term of 8-years. NAVCRUIT 1133/52, Enlistment Guarantees – Annex “A” listed Aviation Electronic, Electrical and Computer Systems Technician (AV/5YO) Program Guarantee (T+X), EBSR - $10,000, EBSHP - $10,000, Enlistment Bonus for College (EBCC) - $8,000 and Enlistment Bonus for RTC (EBPFA) - $2,000. c. Petitioner’s Active Duty Service Date is 8 May 2019. d. On 26 June 2019, Petitioner was reclassified and signed NAVCRUIT 1133/52, Enlistment Guarantees - Annex “B” listing Advanced Technical Field Information Systems Technician (ATF/IT 6YO) program, EBPFA - $2,000, EBCC $8,000, and EBSHP - $20,000. e. Petitioner completed Recruit Basic Military Training on 13 July 2019. f. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants partial favorable action CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board determined that reference (b) did not outline eligibility for recruits to receive EBSR for the Information System Technician (IT) rating but did offer EBSHP in the amount of $10,000 for recruits that shipped during February through May 2019. Reference (c), also did not contain EBSR eligibility for the IT rating but did authorize a $20,000 EBSHP for recruits who shipped from 10 May through July 2019. The Board concluded partial relief is warranted. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner’s NAVCRUIT 1133/52, Enlistment Guarantees - Annex “B” to DD Form 4 dated 22 April 2019 is modified to reflect Option 4: Enlistment Bonus for Shipping (EBSHP) - $10,000 vice $20,000. This change will entitle Petitioner to $10,000 EBSHP upon graduation from RTC. The part of the Petitioner’s request for corrective action that exceeds the foregoing is denied. In accordance with references (b) and (c), EBSR was not authorized for recruits in the IT rating. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulations, Section 723.6(e)), and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of the reference, has been approved by the Board on behalf of the Secretary of the Navy.
