Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner was entitled to and received an Enlistment Bonus for Source Rate (EBSR) for $8,000. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 20 October 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. In accordance with reference (b), Enlistment Incentives (EI) must attract the highest quality of recruits to fit specific requirements to ensure fleet readiness. This message replaces reference (a) for individuals entering the Delayed Entry Program (DEP) on or after 15 February 2016. Active Duty Recruits entering the DEP are eligible for the Enlistment Bonus for Source Rate (EBSR) in these ship months and fiscal year(s): Rating ND-ATF, shipping months October to September, any FY, EBSR $8,000. For ND-ATF, payment occurs following Dive "A" school. Furthermore, must have earned the rating NEC and have a security clearance. c. On 10 November 2016, Petitioner enlisted in the U.S. Navy Reserve for 8 years. Furthermore, per Annex “A” signed on 10 November 2016, Petitioner received the following options: Mass Communication Specialist (MC 5YO) Class “A” School Guarantee. d. On 2 February 2017, Petitioner was eligible for a Secret Clearance. e. On 30 August 2017, Petitioner signed an Annex “B”. Petitioner received the following options: Advanced Technical Field Navy Diver (ATF/ND 6YO) Challenge Program. f. On 23 January 2018, Petitioner entered active duty for 4 years. g. On 20 February 2019, Petitioner successfully completed the prescribed course for Diver Second Class. h. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that the recruiting enlisted classifier failed to include the EBSR as an option during reclassification. The Board found that Petitioner earned NEC M2DV validating his eligibility for the EBSR. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner's NAVCRUIT 1133/52 (Annex “B”) listed Option 2: EBSR for $8,000. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
