Pursuant to the provisions of the reference, Petitioner, a former enlisted Sailor, filed the enclosure with this Board, requesting a DD Form 214 with his correct Social Security Number (SSN). 2. The Board, consisting of , reviewed Petitioner's allegations of error and injustice on 21 April 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosure, relevant portions of the Petitioner’s naval records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Petitioner enlisted in the Navy and began a period of active duty on 1 July 1983. From 7 December 1983 until 30 June 1986, Petitioner served aboard the . On 6 October 1988, Petitioner was discharged with an honorable characterization of service. c. Petitioner previously requested a copy of his DD Form 214, and on 6 September 2018, Petitioner received a letter from the National Personnel Record Center that read, in part: “A DD Form 214, Report of Separation, was not issued because the veteran had no active duty service or less than 90 consecutive days of active duty for training.” However, that information is inaccurate based to Petitioner’s service record. Petitioner previously sought to correct his SSN, and on 28 May 2019, Petitioner received a letter from Navy Personnel Command that read, in part: “correction requested has been determined not to be clerical errors, therefore, cannot be made without the authorization of the Board for Correction of Naval Records.” d. Petitioner asserts he has attempted to get a copy of his DD Form 214; however, neither NPRC nor NOC can find the record, presumably because his SSN is incorrect. Petitioner claims the recruiter who completed his paperwork put the incorrect SSN (last four digits ) on his enlistment documents; however, the correct last four digits are . The Board noted that Petitioner’s record included active duty in excess of 90 days; therefore, he should have received a DD Form 214. Additionally, the Board noted that all of the documents in Petitioner’s record contain the SSN with the last four digits . Petitioner provided no evidence, such as a copy of his social security card or correspondence with the Social Security Administration, to support his assertion. CONCLUSION Upon review and consideration of all the evidence of record, the Board finds the existence of an error warranting partial relief. RECOMMENDATION In view of the above, the Board directs the following corrective action: Petitioner’s naval record be corrected by issuing him a DD Form 214 that reflects his time on active duty. That no further action be granted. A copy of this report of proceedings be filed in Petitioner’s naval record. That upon request, the Department of Veterans Affairs is informed that Petitioner’s application was received by the Board on 25 August 2019. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulations Section 723.6(e)), and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of the reference, has been approved by the Board on behalf of the Secretary of the Navy.
