Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to advancement to CTI1 (E6) with back pay; updated DD Form 214 with advancement and Air Medal award data. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on May 7, 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On July 16, 2015, Petitioner advanced to CTI2 E5 effective this date. c. On May 17, 2018, Petitioner’s individual exam profile for March 2018 (Cycle 239) exam rate CTI1 reflects award points 6, Final Multiple Score (FMS) 159.55, Minimum Multiple required 164.60, status PNA-No points. d. On December 10, 2018, Petitioner awarded Air Medal (First through Third Strike/Flight Award). The numeral“3” to represent Three Strike/Flight Awards authorized effective this date. Per reference (b), each Air Medal (Strike/Flight) equals 3 award points. e. On January 28, 2019, Petitioner released from active duty. DD Form 214 issued reflects, block 4a rank CTI2, block 4b paygrade E5, block 13 Decorations/Medals void of Air Medal “3” award data. f. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board determined after recalculating Petitioner’s FMS the March 2018 (Cycle 239) Navy-Wide Advancement Exam (NWAE) due to missing three Air Medals (Strike/Flight), the FMS was 165.55. The Board concluded the Petitioner advanced to CTI1 E6 from the March 2018 (Cycle 239) NWAE. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner’s Award points for the March 2018 (Cycle 239) NWAE was “12” vice “6”. Petitioner’s FMS for the March 2018 (Cycle 239) NWAE was “165.55” vice “159.55”. Petitioner advanced to CTI1 effective December 16, 2018 with a time in rate of July 1, 2018. Petitioner issued DD Form 215 to correct blocks 4a, 4b, and 12i reflect advancement and block 13 reflect Air Medal awards. Note: Defense Finance &Accounting Service (DFAS) will complete an audit ofPetitioner’s records to determine if Petitioner is due any back pay and allowances. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
