Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to show Petitioner was eligible for and received the FY21 Aircraft Maintenance Kicker. 2. The Board, consisting of and reviewed Petitioner’s allegations of error and injustice on 5 August 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 6 November 2006, Petitioner entered active duty. c. On 16 November 2016, Petitioner reenlisted for 4 years with an end of current contract (ECC) of 15 November 2020. d. On 22 March 2018, Petitioner joined for duty. e. On 1 November 2018, Petitioner was promoted to Gunnery Sergeant/E-7. f. In accordance with reference (b), this bulletin announces the Selective Retention Bonus program (SRB) program and the broken service SRB (BSSRB) program authorized for FY21. With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin. First term Marines (Zone A) and career Marines (Zone B, C, D, and E) who reenlist on or after 7 July 2020 are eligible for the FY21 SRB program. This will include any regular component first term or career Marine with an ECC from 1 October 2020 to 30 September 2021. Corporals through Gunnery Sergeants in Zones A, B, or C within the 60xx, 61xx, 62xx, 63xx, or 65xx MOSs holding current qualifications and Necessary MOSs (NMOS) of 6012-Safe For Flight (SFF) Controller, 6016-Collateral Duty Inspector (CDI), 6017- Collateral Duty Quality Assurance Representative (CDQAR), or 6018-Quality Assurance Representative (QAR), in the below monitored command codes (MCC)s who reenlist for 48 months, and agree to remain in a specified MCC for the first 24 months (following the end of their current contract), will rate a 20,000 dollar kicker in addition to the primary military occupational specialties (PMOS) bonus amount listed in section(s) 3.l, 3.m, and 3.n. If no PMOS bonus is listed in section(s) 3.l, 3.m, and 3.n, the Marine rates a lump sum kicker of 20,000 dollars. MCCs Authorized for Aircraft Maintenance Kicker: “…1HM…” g. On 9 July 2020, Petitioner’s Careerist Active Duty Reenlistment was submitted. h. On 17 August 2020, Petitioner signed an agreement to extend enlistment for 7 months with an end of active service (EAS) of 15 June 2021 in order to have sufficient time on contract to await a response from HQMC. i. On 6 November 2020, Petitioner crossed out of zone “C.” j. On 13 January 2021, Petitioner’s Careerist Active Duty Reenlistment was approved by HQMC. k. On 19 January 2021, Petitioner reenlisted for 4 years with an ECC of 18 January 2025. l. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that at the time of submission on 9 July 2021, Petitioner was a zone “C” Marine holding the qualifications of 6017- CDQAR, 6018- QAR and was at the listed MCC 1HM making him eligible to receive the FY21 Aircraft Maintenance Kicker. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: The Petitioner was discharged and reenlisted on 4/5 November 2020, vice on 18/19 January 2021 for a term of 4 years and 1 month vice 4 years. Note: This change will entitle the member to the $20,000 FY21 Aircraft Maintenance Kicker. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
