1.  Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to reflect satisfactory year of service for anniversary year 2014-2015. 
                                              
2.  The Board, consisting of reviewed Petitioner’s allegations of error and injustice on 9 March 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record.  Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 
 
3.  The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, found that, before applying to this Board, he exhausted all administrative remedies available under existing law and regulations within the Department of the Navy.  The Board made the following findings: 
 
     a.  On 1 July 2003, Petitioner entered the United States Naval Academy (USNA). 
 
     b.  On 24 May 2007, Petitioner graduated from the USNA. 
 
     c.  On 25 May 2007, Petitioner was commissioned in the United States Marine Corps. 
 
     d.  On 1 June 2013, Petitioner was released from active duty. 
 
     e.  On 2 June 2013, Petitioner was assigned to the Individual Ready Reserve. 
 
     f.  On 1 October 2014, Petitioner transferred to Selected Marine Corps Reserve status. 
 
 
CONCLUSION 
 
Upon review and consideration of all the evidence of record, the Board finds the existence of an injustice warranting the following corrective action.  Petitioner’s anniversary year was erroneously started on 1 July.  However, in accordance with reference (b), time served in a Service academy is not creditable for pay purposes.  Upon the Marine Corps correcting the anniversary date to 25 May, Petitioner’s Career Retirement Credit Report of 4 March 2021 reflects points were redistributed.  The redistributed points resulted in Petitioner not having the minimum 50 points for a satisfactory year for anniversary year ending 24 May 2015.  The Board felt, under these circumstances, relief is warranted. 
 
RECOMMENDATION 
 
That Petitioner’s naval record be corrected, where appropriate, to show that: 
 
Two (2) Inactive Duty Training Points were transferred from anniversary year ending 24 May 2016 to the anniversary year ending 24 May 2015.   
 
Note:  This change will result in a satisfactory year of service for anniversary year ending  
24 May 2015. 
                                                             
A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 
 
4.  It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 
 
5.
