Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that her naval record be corrected to establish eligibility for Enlisted Bonus for Source Rate (EBSR). 2. The Board, consisting of Ms. , Ms. , and Ms. , reviewed Petitioner’s allegations of error and injustice on 16 September 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, found that, before applying to this Board, she exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. The Board made the following findings: a. Reference (b) applied to future Sailors initially classified or reclassified (change in program, rate or ship date) on or after 1 October 2018. Active Component Recruits in the Cryptologic Technician-Interpretive (CTI) - Advanced Technical Field program that shipped in October through September of any fiscal year were eligible for $25,000 upon completion of Language “A” school, earning the rating Navy Enlisted Classification (NEC) and obtaining a security clearance. b. On 9 August 2018, Petitioner enlisted in the Naval Reserve for a term of 8 years of which 4 years was considered an active duty obligation. NAVCRUIT 1133/52, Enlistment Guarantees – Annex “A” listed Advanced Technical Field Cryptologic Technician – Interpretive (ATF/CTI 6YO) Program, Enlistment Bonus for RTC PFA (EBPFA) - $2,000 Bonus and Enlistment Bonus for Source Rate (EBSR) - $19,000 Bonus. Active Duty Service Date (ADSD): 3 June 2019. c. On 23 October 2018, Petitioner reclassified and issued NAVCRUIT 1133/52, Enlistment Guarantees – Annex “B” listed Advanced Technical Field Cryptologic Technician – Interpretive (ATF/CTI 6YO) Program. Enlistment Bonus for RTC PFA (EBPFA) - $2,000 and Enlistment Bonus for High School (EBHS) - $25,000 Bonus. ADSD changed to 6 December 2018. d. Petitioner signed NAVCRUIT 1133/102, Enlistment Bonus Statement of Understanding indicating entitlement to $25,000 EBSR and $2,000 EBPFA on 6 December 2018. e. Petitioner’s ADSD is 6 December 2018. f. On 2 February 2019, Petitioner completed Recruit Basic Military Training. g. Petitioner’s Top Secret – SCI Eligible clearance date was issued on 11 June 2019. h. On 18 December 2019, Petitioner completed CTI A Phase 1 - Spanish and awarded Spanish NEC 9SPA effective 1 December 2019. i. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. In accordance with reference (b), Petitioner met the criteria to receive $25,000 EBSR after ADSD was changed from 3 June 2019 to 6 December 2018. However, NAVPERS 1133/52, Enlistment Guarantees – Annex “B” was inadvertently issued with $25,000 EBHS vice EBSR. Although the proper administrative requirements were not completed, the Board felt that under these circumstances, relief is warranted. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner's NAVCRUIT 1133/52, Enlistment Guarantees - Annex "B" DD Form 4 dated 9 August 2018 is amended to reflect: Option 3 - “Enlistment Bonus for Source Rate (EBSR) - $25,000 Bonus” vice “Enlistment Bonus for High School (EBHS) - $25,000.” This change will entitle Petitioner to receive $25,000 EBSR upon earning the rating NEC and awarded security clearance. Note: Defense Finance and Accounting Service will complete an audit of Petitioner’s pay records to determine retroactive bonus entitlement. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
