Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to establish Petitioner’s authorization for Basic Allowance for Housing (BAH) at dependent location, dependent travel allowances, and authorization for personal procured move (PPM) of household goods (HHG). 2. The Board, consisting of Ms. Mr. , and Ms. , reviewed Petitioner’s allegations of error and injustice on 22 July 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, found that, before applying to this Board, he exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. The Board made the following findings: a. On 3 August 2019 Petitioner initiated shipment of his HHG via PPM from current permanent duty station (PDS) located in to new residence located in . b. On 8 October 2019 Petitioner issued BUPERS Order 2819 Change of Duty Orders to detach from his parent command during April 2020, for ultimate activity during May 2020. c. On 6 June 2020 Petitioner transferred from CG and after several intermediate stops is joined for duty with on 18 September 2020. d. On 2 February 2021 NAVSUP Fleet Logistics Center, notifies Petitioner of denial of HHG settlement due to executing move prior to issuance of PCS orders. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded even though no administrative error occurred due to Petitioner decision to move his family residence prior to the issuance of orders partial relief is warranted; however, BAH at dependent location is not warranted. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: BUPERS (Official Change of Duty) Order 2819 issued effective 1 August 2019 vice 8 October 2019. Petitioner authorized to submit supplemental dependent travel claim and submit Personally Procured (PPM) HHG. Petitioner will submit a copy of the Board’s approval letter to the PSD and Navy Household Goods Audit Team with all appropriate travel claim and HHG documentation to include copy of orders in order settle claims. Settlement of dependent travel and HHG move charged against Petitioner’s BUPERS Order 2819. Per reference (d) Petitioner denied BAH at dependent location in . A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
