Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to show Petitioner was eligible for and received a Fiscal Year 2021 (FY21) Selective Retention Bonus (SRB). 2. The Board, consisting of Mr. Ms. and Mr. , reviewed Petitioner’s allegations of error and injustice on 1 July 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 9 August 2010, Petitioner entered active duty. c. On 17 October 2014, Petitioner reenlisted for 4 years and 10 months with an ECC of 16 August 2019. d. On 24 July 2017, Petitioner signed an agreement to extend enlistment for 22 months with an EAS of 16 June 2021 in order to obligate service for assignment to . e. On 1 February 2020, Petitioner was promoted to Staff Sergeant/E-6. f. In accordance with reference (b), this bulletin announces the SRB program and the BSSRB program authorized for FY21. With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin. First term Marines (Zone A) and career Marines (Zone B, C, D, and E) who reenlist on or after 7 July 2020 are eligible for the FY21 SRB program. This will include any regular component first term or career Marine with an End of Current Contract (ECC) from 1 October 2020 to 30 September 2021. Marines in Zones A, B, and C who submit for a 48 month reenlistment between 7 July 2020 through 30 September 2020 with a PMOS that is listed in section(s) 3.l, 3.m, and 3.n, and are subsequently approved, will rate an 8,000 dollar Early Reenlistment Kicker in addition to the PMOS bonus amount listed in section(s) 3.l, 3.m, and 3.n. After 30 September 2020, this Early Reenlistment Kicker will expire. Zone B applies to those active component Marines with 6 to 10 years of active military service. Zone B PMOS bonus payments for Marines who reenlist for at least 48 months obligated service are authorized as listed below in dollars (bonuses for Marines who reenlist for 36 to 47 months obligated service will be calculated as per para 3.i). Furthermore, a zone “B” SRB for MOS 0369, which is capped at $9,500 for 48 months of additional obligated service, was authorized. g. On 16 July 2020, Petitioner’s Careerist Active Duty Reenlistment was submitted, and was approved by HQMC on 1 January 2021. h. On 9 August 2020, Petitioner entered zone “C”. i. On 7 January 2021, Petitioner reenlisted for 4 years with an ECC of 6 January 2025. j. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that Petitioner’s Careerist Active Duty Reenlistment request was submitted in a timely manner; however, due to processing time and no fault of Petitioner, he crossed out of zone “B” prior to HQMC approving his request. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner was discharged and reenlisted on 7/8 August 2020, vice on 6/7 January 2021 for a term of 4 years and 11 months vice 4 years. Note: This change will entitle the member to a zone “B” SRB for MOS 0369, which is capped at $9,500 for 48 months of additional obligated service. Remaining obligated service to 16 June 2021 will be deducted from SRB computation. Furthermore, Petitioner was entitled to $8,000 Early Reenlistment Kicker A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
