On 17 July 2014, you entered the Navy onto active duty. On 26 December 2014, you reported to the . On 1 March 2018, you were issued BUPERS Order 0608. On 22 March 2018, you detached the and reported to Naval Air Station . On 10 July 2018, you were issued BUPERS Order 1918. On 16 July 2018, you were released from active duty and transferred to the Navy Reserve. You requested to receive payment of basic allowance for housing (BAH) that was underpaid from March 2018 through July 2018. The Board, in its review of your entire record and application, carefully weighed all potentially mitigating factors, to include your assertions. In accordance with your military pay account records available, your basic allowance for housing (BAH) at the with dependent rate started on 16 September 2016 for zip code . On 4 April 2017, your BAH at the with dependent rate changed to zip code . The Board agreed that this change was due to you being assigned to a ship and was approved for BAH at the dependent location. In accordance with the Joint Travel Regulations (JTR), Chapter 10, paragraph 10402.B, housing allowance is paid based on the member’s permanent duty station. The Board agreed that upon your execution of BUPERS Order 0608 and you reporting to , , your BAH was changed properly to NAVST zip code . The Board found no error or injustice to warrant a change to your record. You are entitled to have the Board reconsider its decision upon submission of new matters, which will require you to complete and submit a new DD Form 149. New matters are those not previously presented to or considered by the Board. In this regard, it is important to keep in mind that a presumption of regularity attaches to all official records.
