Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to show Petitioner was eligible for and received the Special Duty Assignment Kicker (SDA). 2. The Board, consisting of Mr. , Ms. and Mr. reviewed Petitioner’s allegations of error and injustice on 26 August 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 4 November 2013, Petitioner entered active duty for 5 years with an End of Current Contract (ECC) of 3 November 2018 and an End of Active Service (EAS) of 3 October 2020. c. On 1 December 2017, Petitioner was promoted to Sergeant/E-5. d. In accordance with reference (b), this bulletin announces the SRB program and the BSSRB program authorized for FY19. With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin. First term Marines (Zone A) and career Marines (Zone B, C, D, and E) who reenlist on or after 5 July 2018 are eligible for the FY19 SRB program. This will include any regular component first term or career Marine with an ECC from 1 October 2018 to 30 September 2019. Zone A, B, and C Marines who submit a 48 month reenlistment in which they volunteer for an initial Free Military Occupational Specialty (FMOS) of 0911, 8411, or zone B and C Marines who volunteer as Marine Security Guard Detachment Commander from 5 July 2018 to 31 December 2018 will rate a 20,000 dollar SDA Kicker in addition to the PMOS bonus amount listed in section(s) 3.m, 3.n, and 3.o. The awarding of the FMOSs 0911, 8411, or the completion of Marine Security Guard Detachment Commander School predicates the payment of the SDA kicker. Marines who are in training beyond 30 September 2019 will be authorized payment of the SDA Kicker once MCTFS shows they have been awarded the new FMOS or once MCTFS shows they have completed the Marine Security Guard Detachment Commander School. The SDA kicker is open to all PMOSs who meet the prerequisites mentioned above. If no PMOS bonus is listed in section(s) 3.m, 3.n, and 3.o, the Marine rates a lump sum bonus of 20,000 dollars. e. On 30 September 2018, Petitioner’s 1st Term Active Duty ADA w/Reenlistment/Recruiting Duty request was submitted and was approved by HQMC on 3 January 2019. f. On 10 January 2019, Petitioner reenlisted for 5 years and 9 months with an ECC of 9 October 2024. g. On 18 December 2020, Petitioner joined USMC for duty as a Production Recruiter (FMOS 8411). h. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that Petitioner submitted his 1st Term Active Duty ADA w/Reenlistment/Recruiting Duty request in a timely manner; however, due to processing time and no fault of Petitioner, the agreement to extend enlistment became operative, which made him ineligible for the SDA Kicker. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner was discharged and reenlisted on 1/2 November 2018, vice 9/10 January 2019 for a period of 4 years and 1 month vice 5 years and 9 months. Note: This change will entitle the member to the SDA kicker in the amount of $20,000 after completing training. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
