Pursuant to the provisions of the reference, Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting a correction to his social security number listed on his DD Form 214, block 3. 2. The Board, consisting of Mr. , Mr. , and Ms. , reviewed Petitioner's allegations of error and injustice on 25 June 2021, and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosure, relevant portions of the Petitioner’s naval records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Petitioner enlisted in the Navy and began a period of active duty on 18 November 1983. On 18 November 1986, Petitioner was discharged with an honorable (HON) characterization of service by reason of immediate reenlistment. On 19 November 1986, Petitioner signed a reenlistment contract dated 19 November 1986, and a Certificate of Release or Discharge from Active Duty (DD Form 214) with block 18. Remarks “inmediate reenlistment on 19 November 1986.” On 19 November 1986, Petitioner began a second period of active duty service. On 27 February 1991, the Petitoner’s commanding officer recommended an HON discharge by reason of homosexuality and convenience of the government due to parenthood. On 7 March 1991, the discharge authority ordered an HON discharge by reason of homosexuality. On 18 March 1991, Petitioner was discharged and signed a DD Form 214 with block 12a. Date 18 January 1986. c. Petitioner asserts that she began a second period of service on 19 November 1986, and that block 12a. of her second DD Form 214 incorrectly reflects a date of 18 January 1986. CONCLUSION Upon review and consideration of all the evidence of record, the Board finds the existence of an error warranting relief. RECOMMENDATION In view of the above, the Board directs the following corrective action: Petitioner’s naval record be corrected by changing the date on block 12a. from “18 January 1986” to “19 November 1986”. Petitioner be issued a new DD Form 214. That no further action be granted. A copy of this report of proceedings be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
