Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to modify BUPERS Order to remove the household goods (HHG) line of accounting (LOA), that a close proximity move was submitted and approved prior to execution of orders, to be authorized basic allowance for housing (BAH) at the old permanent duty station effective 1 October 2019, and receive back pay. 2. The Board, consisting of reviewed Petitioner’s allegations of error and injustice on 9 February 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 6 August 2019, Petitioner was issued BUPERS Order 2189. c. On 1 October 2019, Petitioner detached the d. On 27 October 2019, Petitioner reported to an intermediate activity. e. On 9 November 2019, Petitioner detached the intermediate activity. f. On 18 November 2019, Petitioner reported to the CONCLUSION Upon review and consideration of all the evidence of record, the Board agreed that due to Manpower delays (COVID-19) in administrative services and lack of knowledge of procedures, Petitioner was unaware of reference (b) and that a submission of a close proximity move was required. The Board received notification for the Commander, Naval Supply Systems Command (NAVSUP) that Petitioner did not submit a request for reimbursement of a household goods move or a personally procured move; however, Petitioner updated his dependency application (NAVPERS 1070/602) on 23 January 2020. The Board finds the existence of an injustice warranting the following corrective action. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner submitted a close proximity move request and it was approved by cognizant authority effective 30 September 2019. Petitioner was authorized BAH at the with-dependent rate for from 18 November 2019 through 22 January 2020. Note: Petitioner’s addressed changed was changed on dependency application (NAVPERS 1070/602) effective 23 January 2020 which indicated a moved from his residence after reporting to his new permanent duty station. Defense Finance & Accounting Service (DFAS) will complete an audit of Petitioner’s records to determine if Petitioner is due any back pay and allowances. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
