Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to adjust his reenlistment code from RE-4B to another code that will allow him the opportunity for reenlistment in the Marine Corps. Enclosures (1) through (3) apply. 2. The Board, consisting of reviewed Petitioner's allegations of error and injustice on 1 September 2021, and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of his naval service records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Although enclosure (1) was not filed in a timely manner, it is in the interest of justice to review the application on its merits. c. Petitioner enlisted in the Marine Corps Reserves and completed a period of active duty from 4 January to 14 June 2012. d. On 2 August 2018 Petitioner transferred from the Selected Marine Corps Reserve to the Individual Ready Reserve. e. On 19 September 2019. Petitioner was honorably discharged at the end of his obligated service. At the time of his discharge, a reentry code of RE-4B was entered on the Individual Separation Record in the Marine Corps Total Force Tracking System. f. Petitioner contends his current reentry code does not reflect his honorable service in the Marine Corps and prevents him from reenlisting g. Per the Marine Corps Separation and Retirement Manual, an RE-4B reentry code is assigned when there is a military or civil record of in-service drug involvement and there is no potential for further service. A service record book entry is required stating the reason for assignment that must be signed by the individual Marine. CONCLUSION The Board reviewed the Petitioner’s record and noted there is insufficient evidence in support the assignment of a RE-4B reentry code. Petitioner’s record did not contain any evidence of in-service drug use or a service record book entry detailing the assignment of an RE-4B. In this regard, the Board found Petitioner’s request warrants full relief. In view of the above, the Board directs the following corrective action. RECOMMENDATION: In view of the above, the Board directs the following corrective action: That Petitioner’s reenlistment code is corrected to indicate RE-1A vice RE-4B. Additionally, all entries of a RE-4B reentry code be removed from the Marine Corps Total Force System. That a copy of this report of proceedings be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
